The Township of Havelock-Belmont-Methuen is proceeding with a review of each of its Official Plan and Comprehensive Zoning By-law in order to plan for growth over the next 20 years.

Having Completed the initial public portion of our consultation program, our planning consultants are now focussing on ministries, agencies and community businesses.
For those who were able to attend one of the public open houses that were held in August, the Township appreciates your interest and participation. Thank you for your input.
In the near future an input summary will be received by Council.

Official Plan
What is an Official Plan?
An Official Plan is the key Policy Statement of a Council and establishes the long-term land use decision-making framework that will be used by the Council. It sets out the collective views of the Township and establishes how land should be used in the Municipality over the short and long term. A goal of the Official Plan is to create a positive living environment in the Township by considering important environmental, economic, cultural and social elements.

What is a Zoning By-Law?
A Zoning By-law is a document which the Township relies upon to regulate the use of land. Its purpose is to assist in implementing the goals and policies of the Township's Official Plan. While the Official Plan sets out the general long-range policy framework for future land use, the Zoning By-law puts the plan into effect and guides day-to-day administration. The Zoning By-law contains very specific and legally enforceable conditions. A Zoning By-law is the legal instrument which stipulates how property may be used by establishing provisions for each zone category such as permitted uses, minimum lot area and frontage, building setbacks and the size of buildings.
